An inspector doesn’t swab your prep table. He looks at it, he runs a hand across it, and that’s the whole test.
That’s the FDA Food Code, section 4-601.11, and it’s the standard every food contact surface in your kitchen has to meet: clean to sight and touch. Section 4-602.11 then tells you how often to get it back to that condition. If a surface stays in use with food that needs temperature control, four hours is the ceiling. If it touches raw chicken and then a salad, the clock doesn’t matter, it gets cleaned right then.
Those two sections are the entire framework, and Pennsylvania enforces them directly. Under 7 Pa. Code Chapter 46, the Commonwealth adopts the FDA Model Food Code, including current and future versions, so the section numbers your inspector cites are the federal ones.
One paragraph further down the same section turns that four hour clock into a twenty four hour clock. Qualifying for it costs a thermometer and one sheet of paper.
What the FDA Food Code Requires of a Food Contact Surface
Section 4-601.11 sets three different bars for three different kinds of surface, and mixing them up is where most kitchens go wrong.
- Equipment food contact surfaces and utensils must be clean to sight and touch. Cutting boards, prep table tops, slicer blades, knives, mixer bowls, food storage containers, the probe tip on your thermometer.
- Food contact surfaces of cooking equipment and pans must be free of encrusted grease deposits and other soil accumulations. Grill surfaces, flat tops, oven interiors, sheet pans.
- Non food contact surfaces of equipment must be free of an accumulation of dust, dirt, food residue, and other debris. Equipment legs, shelving, the outside of the fryer, hood exteriors, cart frames.
Notice how the language softens as you move down the list. “Clean to sight and touch” is absolute. “Free of encrusted deposits” allows for a working shift’s worth of use. “Free of an accumulation” is a judgment call about how much has built up over time.
That’s deliberate. The code writes a performance standard, not a procedure, which is why there’s no swab test and no bacterial count in the rule. If an inspector can see soil on your slicer blade or feel a film on your prep table, that’s a 4-601.11 violation on the spot, and no amount of documentation argues it away.
It also cuts the other way. A surface that looks and feels clean is compliant, whatever method got it there.
The Four Hour Rule, and the Word That Limits It
Section 4-602.11(C) is the rule everybody half remembers from a certification class: if used with TCS food, equipment food contact surfaces and utensils must be cleaned throughout the day at least once every four hours.
The load bearing phrase is if used with TCS food. TCS stands for time and temperature control for safety, the category the code used to call potentially hazardous food. Meat, poultry, fish, eggs, dairy, cooked rice and pasta, cut leafy greens, cut tomatoes, cut melon, garlic in oil, tofu.
If the surface isn’t touching TCS food, the four hour clock doesn’t run on it. A cutting board in continuous use for whole citrus and dry bread isn’t on a four hour schedule under 4-602.11(C), and neither is your bar’s garnish board if it’s handling whole fruit.
Why four hours? Because that’s the window where bacteria left on a warm surface at room temperature multiply into numbers that matter. The interval is about biology, not about tidiness, which is why it applies to the food risk and not to the appearance of the surface.
The interim clean isn’t a teardown. It’s a wash, a rinse, a sanitizer application at the right concentration, and an air dry, done to the same 4-601.11 standard as any other clean.
The Exceptions That Move the Clock
Section 4-602.11(D) is the most useful paragraph in the section for a working kitchen, and it’s the one that rarely makes it into a training class. Surfaces contacting TCS food may be cleaned less often than every four hours under several named conditions.
The big one is temperature. Prep in a refrigerated room or area, and the cleaning frequency follows the ambient temperature there:

A walk in prep area holding at 41 F moves your knives and boards from a four hour cycle to a twenty four hour cycle. That’s six interim cleans a day you no longer owe.
There’s a condition attached, and it’s the one operators miss. The cleaning frequency based on the ambient temperature has to be documented in the establishment. An undocumented cold room buys you nothing at inspection, because the inspector has no way to verify which line of the table you’re operating under. This is exactly the kind of thing that belongs in the cleaning records an inspector can actually ask you for.
The other exceptions in 4-602.11(D) are narrower but real:
- Storage containers of TCS food held at the required temperature are cleaned when they’re empty, not on a clock.
- Salad bar and cafeteria line containers that get topped up with more of the same food at the right temperature are cleaned at least every 24 hours.
- In use utensils parked in a water bath held at 135 F or above are cleaned at least every 24 hours.
- A licensor approved cleaning schedule can replace the default entirely, based on the equipment, the food, the residue, and the holding temperature.
That last one matters for any operation with unusual equipment. The schedule isn’t fixed by the code if your regulator signs off on a different one.
The Moments That Override the Clock Entirely
Four hours is a ceiling, not a permission slip. Section 4-602.11(A) names five moments where a surface gets cleaned immediately, regardless of how long it’s been:
- Before each use with a different type of raw animal food, so beef to fish, lamb to pork, pork to poultry.
- Every time there’s a change from working with raw foods to working with ready to eat foods.
- Between uses with raw fruits or vegetables and with TCS food.
- Before using or storing a food temperature measuring device.
- At any time during the operation when contamination may have occurred.
There’s one narrow carve out. If a surface contacts a succession of raw animal foods where each one requires a higher cooking temperature than the last, you don’t have to clean between them. Beef to pork to poultry is a legal sequence. Poultry to beef isn’t.
Item five does more work than the other four combined. A dropped utensil, a cook who touched his face, a spray bottle that got set down on the board: any of those triggers a clean, and an inspector who watches it happen and sees no response has a violation without needing a stopwatch.
Cooking Equipment Runs on a Different Clock
The split that resolves most of the confusion in a restaurant kitchen sits one paragraph later. The food contact surfaces of cooking and baking equipment are on a twenty four hour cycle, not a four hour one. Microwave cavities and door seals are on the same twenty four hour cycle, cleaned by the manufacturer’s method.
That’s your grill, your flat top, your oven racks, your sheet pans. They get cleaned at least every twenty four hours, which in practice means every night, which is why nightly kitchen cleaning is a code obligation and not a housekeeping preference. Hot oil cooking and filtering equipment is the exception, and it runs on an approved schedule instead.
So a working kitchen is actually running three clocks at once:
- Four hours for food contact surfaces in service with TCS food, unless an exception applies.
- Twenty four hours for cooking equipment food contact surfaces.
- No fixed interval for non food contact surfaces, which the code handles differently.
Most kitchens that get cited aren’t failing the four hour rule. They’re failing the third clock, and it’s the one with no number on it.
Non Food Contact Surfaces Have No Number at All
Section 4-602.13 says non food contact surfaces of equipment must be cleaned at a frequency necessary to preclude accumulation of soil residues. That’s the entire rule. No hours, no schedule, no table.
It sounds lenient until you think about who decides whether an accumulation exists. The inspector does, standing in your kitchen, looking behind the line.
This is where the grease on the equipment legs lives. The dust on the top of the walk in. The film on the underside of the shelving. The buildup on the wheels of the prep table.
None of it touches food, all of it’s citable, and none of it carries a deadline that would push a busy crew to deal with it before it shows.
The practical translation is that “preclude accumulation” means you clean it before it’s noticeable, not after. Once it’s noticeable, you’re already out of compliance, and you were out of compliance for a while before anyone saw it.
Cleaning Is Not Sanitizing, and the Order Is Not Optional
Cleaning removes the soil. Sanitizing reduces what’s left to a safe level. You can’t do the second without the first, because soil physically shields bacteria from the chemical and neutralizes it on contact.
The sequence the code builds is wash, rinse, sanitize, air dry, and each step earns its place. The rinse removes the detergent, which would otherwise kill the sanitizer. The air dry preserves the contact time.

Concentrations come from section 4-501.114, and they’re narrower than most kitchens think:
- Chlorine: 50 to 100 ppm on food contact surfaces, at 75 F or warmer, pH 10 or below, with at least 7 seconds of contact on immersion.
- Quaternary ammonium: per the label, commonly 150 to 400 ppm, with at least 30 seconds of contact.
- Hot water sanitizing: manual immersion in water at 171 F or above for at least 30 seconds, or a machine that gets the utensil surface to 160 F.
Section 4-501.116 then requires that someone actually test the concentration and keep it in range. Test strips aren’t a nice habit, they’re the rule, and a bucket mixed by eye is a violation whether the number is high or low. Too much sanitizer is a chemical contamination problem, not extra safety.
What a Cleaning Company Can and Cannot Carry for You
Food Code training is written for the people working the line, which leaves the owner guessing about where a contract actually fits.
A janitorial contractor can’t satisfy 4-602.11(A) or (C) for you. Those obligations happen during service, between tasks, at the moment a cook switches from raw chicken to lettuce. Nobody who arrives at 11 PM can clean a board that needed cleaning at 2 PM. That clock belongs to your kitchen crew, and it always will.
What a contractor genuinely owns is the twenty four hour work and the accumulation work. That’s the cooking equipment surfaces, the encrusted deposits under 4-601.11(B), the non food contact surfaces under 4-602.13, and the areas nobody on a dinner shift has time to reach. Those are the ones that turn into violations quietly, over weeks, which is exactly the failure mode a scheduled crew is built to prevent.
